Our program at next Wednesday’s (April 24) Potluck Dinner Meeting will be Victoria Souze who will share her knowledge, love, and beautiful photographs of ORCAS. Not the other big tall island across the water, but the Orca Whales that hopefully will soon be swimming along Lummi’s western shore. Come to the potluck, then stay to enjoy what is guaranteed to be a very interesting, program for all ages as we learn more about these beautiful, highly intelligent, social and very endangered Salish Sea residents. Victoria has been a marine naturalist for 17 years in the San Juan Islands. She is the Education Director for the Whatcom Marine Mammal Standing Network.
Potluck at 6:30 PM and Victoria starts at 7:15 PM.
Friends of Island Library is about $10,000 to $15,000 short of their goal to renovate the Library this summer, so your LICA Board will recommend to the general membership (you) that LICA make a supplementary grant to FOIL of another $2,000. To be approved, we must make a motion at this meeting and the motion be favorably voted on at the May Meeting. LICA gave FOIL $2,000 earlier this year.
The door prize will be $50 for a Tome subscriber if s/he is in the Hall at the time of the drawing.

Last month’s $10 Certificate hidden in one copy of The Tome was received by one of our former neighbors whose address of record for Tome delivery is off-Island. She also has an Island address, but this is a little complicated. She paid her Tome subscription to her off-Island address, but did not pay for her Island copy. So technically she is not eligible for the $10 because she got the certificate from her Island copy of the Tome which she did not pay for. Sorry, but this $10 certificate is for paid Lummi Island addresses only.
Each month we hide a Certificate redeemable for $10 cash in one copy of the Tome.
I started out with nothing, and I still have most of it.
Junior Grange Camp – – Dorothy Hanson
Lummi Island Grange will send four Island children to Cornet Bay Junior Grange Camp at Deception Pass. Dates are August 4 to 9. Ages 9-14 are welcome to apply by letter to the Grange at P.O. Box 123 Lummi Island by no later than May 31. If you have any questions do call Dorothy Hanson 2484 or Leslie Dempsey 325-3420. Each campship is for $130 which covers the entire cost for the 5-day camp.
FLORAL AND OTHER TRIBUTES IN THE LUMMI ISLAND CEMETERY – – Karen Weber
Colorful bouquets and memorials will soon dot our cemetery as Islanders and visitors alike remember their loved ones. Tiny flags marking veterans’ graves are reminders for us all to pause and consider the lost lives which made our Island and nation what it is today: our home. We, your Cemetery Commissioners, respect and appreciate these loving memorials, but we also have a duty to remind all visitors there are some regulations regarding flowers and mementos.
Cut flowers must not be left in glass jars or vases. Metal holders are also a problem. (Both pose hazards to visitors, our landscaper, and the mowing equipment.) Artificial flowers are actually against regulations, but we know that many folks cannot afford multiple bunches of real flowers for their many family members and friends, so we choose to overlook this rule. We do request, though, that all flowers, fresh and artificial, be removed within 10 days. If you cannot remove the flowers yourself, please make arrangements for someone else to do so.
Beach stones left to mark a graveside visit must not rest on the grassy areas that require mowing. Beach glass must never be left on site. Stones and glass can and do fly out from mower blades. Other memorabilia (examples: lanterns, candles, ribbons, ceramic figures, driftwood) should never be left on graves. And all plantings on gravesite must be approved by commissioners.
Thank you for respecting these requirements as we all attempt to keep the resting places of our loved ones safe and beautiful.

LIBRARY RENOVATION BIDDING
Bid deadline for the remodeling and addition to the Island Library has been extended to May 3rd.
MEMORIAL DAY Observance – – Tom Philpot
Memorial day is observed May 27, 2013, Monday. As is our custom on Lummi Island, we will gather at 11:00 AM in the Congregational Church parking lot and conduct a service in the Cemetery honoring those that have served in US Armed Forces and died in the service of their country. We will open with a color guard posting the colors, have a chaplain lead invocation, words of introduction, a speaker for the occasion, and in closing, have a three round salute retiring of the colors. The service lasts about one half an hour followed by refreshments provided by the Congregational Church. For details and willingness to participate in the service, please contact Tom Philpot, 758-7844. Everyone is welcome.

Ferry Advisory Committee Meeting – – Mike McKenzie
The county-appointed Lummi Island Ferry Advisory Committee’s regular public meeting is set for Tuesday, May 7 in the Island Fire Hall at 6:30 PM. While it is a working session for the committee, all meetings provide a public comment period. Anyone can speak for up to 3 minutes on any topic related to the ferry.
This meeting will center on the formulation of a study on the $3 surcharge, update on electronic and on-line ticketing and a proposal for a replacement ferry. Some updates will be presented, too. Public Works has proposed keeping the fare structure in place, including the surcharge, through 2014.
Please attend and remain informed about the ferry operations.

CINCO DE MAYO SUNDAY – – ed
We have an all-day celebration planned for Sunday, May 5 with two major events. After your usual church services, we continue the day with a big Quilt Auction at the Island Library from 2 to 4 PM (see Library article) and then over to the Grange Hall for an all-Island Mexican Potluck Dinner at 5:00 PM (see Tess’s article about the Potluck). Tess Winds-Johnson is organizing this with the sponsorship of the Grange and LICA. We implore you to be early to have your food on the serving table so we can actually start eating at 5:00 PM.
The Quilt Auction will raise vitally needed money for the library renovation, and the Potluck will make you intensely happy – that is if you enjoy excellent Mexican food from our talented Island cooks.

Boys & Girls Club News – – Lynn Schreiber
Happy Spring! With the weather turning sunny you will see more of the staff and Club members out and about on the Island. We will continue our community service projects and are looking for more over the summer months, so if you have some small jobs that need done around the yard, call Lynn at the Club!
For those of you who may not have already heard, our Club won a national award! We received the Boys & Girls Clubs of America and Teen Nick H.A.L.O. award. H.A.L.O. stands for Helping and Leading Others and we were awarded this for our continuing commitment to community service on our Island. We were thrilled to be recognized with this award and it made the kids proud to know their good deeds are being noticed.
Our Youth of the Month for April is Kloe Arvensis. Kloe has been coming to Club since Kindergarten and always arrives with a smile on her face. She loves to help with snack, is great at including the younger members in projects, truly enjoys her time with her friends and is always willing at the end of the day to help staff clean the Club. Kloe is an amazing example of a Club kid and we feel happy and honored to have her at our Club.
I would like to get the word out early this year about the dates for the “Concert on the Lawn” and our Annual Auction. This year the concert will be held on Saturday, August 17 and the auction will be on Saturday, August 31. Please mark your calendars so you don’t miss out on all the fun!
I would like to apologize for leaving a name off our branch board of directors last month. Lisa Wochos has been on our board for over 10 years. She is also on the Corporate Board and the Executive Council for the Boys & Girls Clubs of Whatcom County. We honestly can’t do what we do without our amazing board, so please be sure to thank them with me when you see them out and about.

Another season of Lummi Island Artists’ Studio Tours will begin on Memorial Day weekend. We welcome the participation of returning artists and crafters, those new to the Island – or those too shy in the past to meet the public. Studio Tours are held on the weekends of Memorial Day, Labor Day, and mid November.
Pick up a flyer at The Islander that lists the year’s Tour dates and the deadlines for submitting map information and fees. For the tour map, write a description including your name, location and 25-words about your art. Put the description and your $25 fee, payable to Ria Nickerson, in an envelope and bring it to the Islander or deliver it to her studio. For the Memorial Day Studio Tour, May 25 & 26, the description and fee must be paid by Saturday, May 4. You are responsible for submitting them in a timely fashion or you won’t be listed on the map. Lummi Island Congregational Church – – Cindy Bauleke, Pastor
It was a glorious Easter as the sun appeared for Sunrise Worship and shone brightly on the Egg Hunt. Thanks to all the creative and generous Islanders who colored and donated eggs. We had so many, all the children went home with baskets overflowing. It is wonderful the way this Island creates such special moments for our children, thank you! I am also grateful to those who joined us for worship through Holy Week and on Easter morning, sang in the choir, and joined us for brunch. It was, as always, a week full of deep sadness and great joy. We are so glad to have you share it with us.
Spring Clean Up at the Church is Saturday, May 4 at 10 AM. The next Parish Dinner is Wednesday, May 15, 5:30 PM to 6:30 PM. For only $8 you get a delicious dinner with good company – a few dollars more for wine. We will have a Vesper Service on Thursday, May 9, at 6:30 PM with our amazing Cindy Minkler at the piano for a simple, end of the day music and reflection. Pentecost Celebration is on Sunday, May 19, at 10:30 AM. There will be a Military Honor Guard as part of the Memorial Day Observance on May 27, at 11:00 AM which Tom Philpot is organizing.
We are so grateful to the people of Island Chapel, Rose Ann Auld, Parish Nurses, as well as our members who prepare lunch for Elderberries each Wednesday at noon, $1 donation suggested. This is for retired folks. Some come just for lunch; others play cards from 11 AM. to 2 PM. This is a fun way to socialize and newcomers are always welcome.
Parish Nurses are going through some changes with Dorothy Hanson’s travels and Nancy Wong now working with Hospice. Meanwhile, Parish Nurses are always happy to loan medical equipment and respond to medical questions and concerns, though they do not do hands on nursing. First call is 758-2484.

EDITOR’S NOTE
You may have noticed that many of the items in the Calendar of Events on Page 1 are outlined with a border. I use these borders to emphasize important events of general community interest. It seems like almost everything in the following month is important, so post your Calendar on your refrigerator door or kitchen bulletin board and refer to it daily so you won’t miss out on exciting Island happenings. I had quite a struggle this month to get various groups to re-schedule to avoid conflicts. When there gets to be more events than days in the month, we are just going to have more fun on this Island than we can accommodate. When planning events, please contact me so we can find an open date.
Be careful about reading the fine print. There’s no way you’re going to like it.
TOME SUBSCRIBERS – – ed
I normally do this in February so folks can check their Tome subscription status, but this year I – well – gee whiz – I just plumb forgot, so here it is in April.
When you subscribe to the Tome, you are helping to cohere Lummi Island as a community instead of just a population. Below is a listing, according to my records, of all 2013 Tome subscribers who have given me Lummi Island as their mailing address by April 10. If you see an error or omission, please let me know at (758-2414) or thetome@lummiislandcable.com.
We are still waiting to hear from folks who have had higher priorities. If you feel that this is the right time, just send the subscription form on the last page to LICA, PO Box 163 or use the Tome Drop Box across Nugent from the school. We appreciate it.
We hope every Lummi Islander will help support The Tome and your community. LICA’s out-of-pocket Tome expense is more than $7/year for each Island address. Overall, it costs over $490 to publish and mail each monthly issue, and our only expenses are supplies, printing and postage. Our only revenue is from subscriptions, donations and advertising fees.
Only one name per household is listed here, so if your names are different, you may be listed under either name. First names are abbreviated as necessary to conserve space.

CINCO DE MAYO POTLUCK DINNER – – Tess Winds-Johnson
Community potluck and Cinco de Mayo celebration beginning at 5:00 PM at the Grange Hall on, yes, you guessed it: Sunday, May 5! Bring a dish and/or beverage of your choice (preferably with a Mexican theme); your own flatware, cutlery, napkin, cup etc. as there are no dishes or supplies available at the Grange Hall. We plan to start eating at 5:00 PM so please come early so you can have your dish ready on the serving table at that time. Make it a party with your friends and family! The Dave McAdams Band will perform throughout the evening, along with whoever else wishes to bring an instrument and play. This is going to be an evening for the community, with the community and about our community!!

INTERNATIONAL BACCALAUREATE – – Jackie Granger, President PTO and Jennifer Bernard, Chair BSF
GREAT NEWS: with the support of the Ferndale School District, the Beach School PTO and our Community Partners (FOIL, LICA, The Heritage Trust and the Lummi Island Grange) the Beach School Foundation has officially filed the application and paid the application fee for Beach School to become an International Baccalaureate Candidate School. Ellen Alquist, IB coordinator at Wade King and Theresa Werner a PTA member at Wade King were guests at Beach School’s most recent PTO meeting and fielded teacher and parent questions – adding to the excitement of our community IB adventure. The Beach School PTO went on to unanimously vote to pay for the initial training of one of our Beach School Teachers! Training is being scheduled for this summer and we hope to have all the teachers travel and learn together.
Both the Beach School Foundation and the Beach School Parent Teacher Organization are thrilled to be on the same path to bring about this incredible program for our community’s children and thus our community at large. Both of our organizations are so thankful for all of the support we have received in this venture and are excited to bring the IB mission statement to life here on our wonderful Island:
The International Baccalaureate aims to develop inquiring, knowledgeable and caring young people who help to create a better and more peaceful world through intercultural understanding and respect. To this end the organization works with schools, governments and international organizations to develop challenging programs of international education and rigorous assessment. These programs encourage students across the world to become active, compassionate and lifelong learners who understand that other people, with their differences, can also be right.

FIRE DEPARTMENT – – Duncan McLane, Fire Chief
Bob Bush retired as a volunteer from the Department in February after serving for 20 years. The service and dedication Bob put into this community as a volunteer has been remarkable. His attendance to training, truck inspections and calls were always in the high percentage. In addition, Bob’s tenacity to refine his existing skills and learn more than what was needed made him a valuable asset to the department. At the end of this year, Bob will have served twelve years as Fire Commissioner and announced he will not be running for a third term this fall. If someone has interest in becoming a Fire Commissioner, they must file with Whatcom County Auditor’s Office between May 13 and May 17 to be on the Ballot.
FEMA has awarded us a $51,348 grant to purchase a new Heart Monitor- Defibrillator with the District’s contributing $2,702. The current one was purchased from St Joseph Hospital in 2005 when it was deemed obsolete for their purposes. The new monitor will have more than 10 years of technology advancements including Carbon Monoxide detection, serious heart condition alerts, CPR guidance and post event review for training to improve CPR quality. In addition, the monitor will have the ability to send critical information directly to other patient care teams including the hospital. This is a much needed grant and will save $13,000 from the Capital Budget.
We have already responded to one outdoor burning call this year, which was simple because they were following all the rules and regulations. If we show up to your outdoor burn it does not mean you are in any violation, just that someone is concerned or is being impacted by your burning. ALL outdoor fires require a permit. General Permits and other outdoor burning information are posted on the front page of our website: www.lummiislandfire.com. Brochures are also at the Islander Store and Post Office. LUMMI ISLAND GRANGE – – Tamia Sorensen
The Lummi Island Grange is proud to announce that we have awarded four scholarships to Lummi Island youths to attend the upcoming Camp Cornet Bay Junior Grange Camp in August, 2013! Through this program, young people get to experience a range of out outdoor activities, learn new things, make new friends and, above all – have fun!
In ongoing news, the Grange continues to present our Country Living Series, chaired by member Randy Smith. Please see the Grange Calendar on our website for details of upcoming workshops and events which will include seminars on rag rug making, soap making and how to make your own cheese!
Finally, the Grange would like to thank member Byron Moye and his helpers for planning and presenting the Annual Grange Spaghetti Dinner held in March. Thanks also for all Islanders and Guests who turned out and helped to make this one of our most successful Spaghetti Dinners yet!

CIVIC CLUB NEWS – – Tamia Sorensen
The Lummi Island Civic Club is thrilled to announce that we are ramping up for our Annual Civic Club Plant Expo. Originally formed in 1916, the Civic Club is one of Lummi Island’s oldest organizations and our activities and fund raisers support a broad range of Island organizations and civic projects. Our Plant Expo is our major annual fund raiser. This year the event will be held on May 18th from 12 noon to 2 PM.
Every year we are fortunate to receive hundreds of plant donations from generous Island gardeners. This year our goal is to expand on the variety of plant species that we are able to offer. If you have an unusual, interesting plant or plants that you are looking to share with other Island gardening enthusiasts, do contact us and we will arrange to help you dig it up and carry it away. We would also like to put out a request for fun gardening items to add to our raffle. For plant donations, please contact Colleen MacGilchrist at colleenmacgilchrist@gmail.com . For those who would like to donate fun raffle items, please contact Tamia Sorensen at tamiasorensen@gmail.com . In celebration of our 15th Anniversary, Lummi Island Heritage Trust is holding an art competition to select an image for our Commemorative 15th Anniversary Poster. Interested artists are asked to submit their work by July 25. A jury will select the winning piece. All entries will be displayed at the Resource Center during the Labor Day Artist Tour and posters will be available for sale at that time. Frank Adema We have just learned that long-time Islander, Frank Adema has died at age 90. He was our rural mail carrier from 1968 to 1976. We have no further information.
HERITAGE TRUST NEWS – – Becca Rettmer
Over the past three years, the Heritage Trust has been working alongside many other local conservation organizations to permanently protect about 1,000 acres of US Bureau of Land Management properties throughout the San Juans. We are pleased to announce that on March 25th, President Obama officially designated the San Juan Islands National Monument making this conservation vision a reality. Here on Lummi Island, Carter Point and Lummi Rocks are included in the San Juan Islands National Monument and will be protected forever.
Spring has sprung at the Heritage Trust nature preserves! Currant, Salmonberry, and Fawn Lilies are abundantly blooming and growing. This is a wonderful time of year to take a walk, enjoy the signs of the season and connect to the natural world.
Our calendar of events is packed this year, with tours, classes, movie nights and new activities. We hope you will join us and bring a friend along, too.

Used Books Because of the upcoming remodeling work on the library building this summer, the Noble Barn will not be available for the Used Book Sale. At this time FOIL is not certain if they can have the used book sale this year. We are currently looking for an alternate building/location. So, PLEASE do not drop off any books for the sale at the library. We have no place to keep them. Thanks for your cooperation.
Spring Clean Up– Our annual spring cleanup of the library building and grounds will be Sunday, April 28, 1:00 to 4:00 PM. We have inside jobs such as window washing, dusting, vacuuming, and organizing. We need help outside with weeding, blackberry trimming, picking up debris, filling potholes. Something for everyone. Bring work gloves and lots of energy.
Identifying Native Masks– FOIL presents Lummi Islander and well-known artist and author Paul Owen Lewis. Paul will teach us about the characteristics of Native Art of the Pacific Northwest. Paul is the author of many children’s books, best known for Davy’s Dream and Storm Boy. He illustrates his own books and is also an expert carver. Come learn how to identify the different tribal art styles of the NW Coastal Natives. Saturday, May 11, 7:30 PM at the Grange.

1860 (BH) In the 1860’s Lummi Rocks was known as “Race Rocks.” (These are the off-shore rocks near the northwest end of Lummi Mountain. At low tide they are connected to the Island by a sand bar.)
1860 (LM) To our local Historian, Mrs. Loren A. (Nyleptha) Ford, we are indebted for the following: “Along side the road across from the Glen Schuler’s (on North Nugent just south of the corner of Blizard Road) are two trees growing of considerable size, a black walnut and an oak. These were planted from seeds in 1860 by Frederick Lane who later was the first superintendent of schools on Lummi Island. Apparently the first school was established in 1894 but nobody went to it.” (These two trees are still magnificently standing in 2013, now153 years old. The black walnut actually straddles the ditch and the ditch water runs directly under the trunk.
1870 October 15 (PA) James Taylor applied for a patent on 123.75 acres in Section 32 & 33, T38.1 at $1.25 an acre. The patent was granted May 1, 1872, the first on Lummi Island. Part of this property was deeded to Chauncy R. Granger in September 1907.
1871 (LLD) In the summer of this year a white man paddled a canoe into Legoe Bay on Lummi Island and was so interested in the Lummi reefnetting and in the beauty of the bay that he decided to settle there. It was Captain Christian Tuttle, and by homestead and pre-emption he obtained 330 acres on the bay.
Note: Under the 1820 U.S. Homestead Act, a person could file on 160 acres as a homestead, and by living on it for five years obtain title and a deed to it. He could also pre-empt a “donation” claim on another 160 acres. This gave him an option to purchase 160 acres at $1.25 per acre and he would receive a deed upon payment. This means that the date on which a person received a deed might be five or more years after he had actually settled on the property.
Christian Tuttle, born in Michigan in 1827, had led an active life as a whaler and as a gold miner in California with a partner named Shrewsberry. He was on his way to Alaska when he stopped in Whatcom and visited the islands by canoe. He built a split cedar home on Legoe Bay and married Clara Shrewsberry, the daughter of his former California partner. He cleared land and planted an extensive garden and orchard. He stocked the Island with sheep that ranged freely over the Island as far south as Race Rocks (now Lummi Rocks). He later added cattle. The Tuttles had seven children who had active parts in the growth of the Island.
